Nuclear Safety and Security Directorate (NSSD) was established in 2008 in the Jordan Nuclear Regulatory Commission (JNRC) to take over the task of covering the regulatory issues of nuclear materials and nuclear installations and facilities existing in Jordan, also the establishment of such facilities in the near future, by working to ensure the reliability and availability of the safety and security conditions and requirements for nuclear materials and nuclear installations and facilities, and the preparation of a system for inventory and accounting of nuclear materials in Jordan under the safeguards agreement applied by the International Atomic Energy Agency.

  

The NSSD has been established to work on the preparation of the basic regulatory infrastructure necessary to carry out the NSSD duties and responsibilities in this regard, which include the preparation of the legislative framework for the control of nuclear regulations and safety instructions and guides to control the peaceful use of nuclear energy in Jordan, based in the conduct of its work in this regard to the provisions of Radiation Protection and Nuclear Safety and Security Act number (43) of 2007, and its amendments.

 

The NSSD started work on the preparation of the basic infrastructure of the technical staff who will work in the Directorate, by supplying the NSSD with various scientific specializations required to work in the Directorate, taking into account the provision of appropriate and adequate numbers, and establishment of the necessary plans and programs to prepare and train the staff in the various areas to control the use of nuclear materials and nuclear installations and facilities in Jordan, and those expected to be set up, to ensure the necessary and adequate level of safety and security in the establishment and operation of these facilities.

Since the establishment of the NSSD, the following achievements were done

  1. the preparation of the organizational structure of the Directorate, which divided the Directorate of nuclear safety and security to several sections, namely:

- Safeguards and non-proliferation section.

- Control the extraction and mining and processing of nuclear materials section.

- Control the safety of nuclear installations and facilities section.

- Control the management of spent fuel and radioactive waste section.

- The preparedness and response to nuclear emergencies section.

- Control of the physical protection of nuclear materials and facilities section.

- Control of dual-use goods, equipment and nuclear technologies and software section.

  1. The inventory of the publications of the International Atomic Energy Agency for the safety and security of nuclear materials and nuclear installations and facilities, and analyze; study this publications in priority and importance for every stage of the Jordanian nuclear program,  in order to serve this publications as references for the work of the Directorate and the preparation of draft regulations and instructions.
  2. Preparation of a number of preliminary drafts of the regulations and instructions relating to the work of the NSSD as set out in Article (26) of the Radiation Protection and Nuclear Safety and Security Act number (43) of 2007,and its amendments, through a number of the competent international authorities, namely:

-       Regulations for Mining and Milling of Nuclear Materials;

-       Regulations for the Safe Use of Nuclear Energy;

-       Site Evaluation for Nuclear Installations;

-       Tariff on the Fees pursuant to the Regulation on the Safe Use of Nuclear Energy;

-       Regulation on the Procedure for Issuing Licenses and Permits for Safe Use of Nuclear Energy;

-       Instructions on Insuring the Safety of Nuclear Power Plants;

-       Instructions on Insuring the Safety of Research Nuclear Installations;

  1. Participation and follow-up in a number of official and formal meetings and committees with governmental institutions in Jordan such as: site selection committee for the power plant; the committee on the preparation of the draft regulation and instructions for mining and milling of nuclear materials; the committee on the preparation of request for proposal (RFP) for the research reactor; Committee for bids for nuclear research reactor; Committee for bids for nuclear power plant site selection, and others.
  2. Training and qualification in the relevant areas.
  3. The NSSD staff conducted a number of Interior lectures within the directorate, concerning the nuclear safety and security, using the scientific lectures and references were provided by the International Atomic Energy Agency, in order to stimulate the staff to study and understand the material in these lectures and references in addition to transfer this understanding to each other and to other JNRC colleagues.
